Human Resources Director
Our client is seeking a strategic and collaborative Human Resources Director to lead organizational people initiatives, workforce planning, and employee relations efforts within a complex public-sector environment. This leadership role partners closely with executive leadership to support organizational goals, guide policy development, promote a positive workplace culture, and ensure compliance with employment regulations. The ideal candidate is an experienced leader who can balance strategic planning with hands-on operational oversight while fostering engagement, accountability, and continuous improvement.
This role is fully in on-site in The Dalles, Oregon.
Human Resources Director Responsibilities
- Provide leadership and oversight for all human resources functions, including talent acquisition, employee relations, compensation, benefits, performance management, and workforce development.
- Partner with executive leadership to develop and implement organizational strategies, policies, and initiatives that support long-term operational goals.
- Lead labor relations activities, including contract administration, negotiations, and interpretation of employment policies and agreements.
- Ensure compliance with applicable employment laws, regulations, and best practices while mitigating organizational risk.
- Oversee departmental budgeting, resource planning, and administrative operations to support efficient service delivery.
- Advise leadership and department managers on employee matters, organizational development opportunities, and workforce planning strategies.
- Direct and support special projects, cross-functional initiatives, and organizational change management efforts.
- Represent executive leadership in meetings, community engagements, and other professional settings as needed.
Human Resources Director Qualifications
- Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field required.
- Master's degree in a related discipline preferred.
- Minimum of five years of progressive leadership experience in human resources, public administration, municipal government, or a related environment.
- Demonstrated expertise in employment law, labor relations, personnel administration, and organizational development.
- Proven ability to lead teams, influence stakeholders, and manage complex employee and organizational issues.
- Experience developing strategic initiatives, implementing policy improvements, and driving operational effectiveness.
- Strong communication, relationship-building, and problem-solving skills with the ability to work effectively across all organizational levels.
- Professional HR certification such as SHRM-CP, SHRM-SCP, IPMA-HR, or similar credential preferred.
Salary: $110K-$140K/year. (DOE)
