Public Works Department Business and Support Services Manager
Our client is seeking a collaborative and highly organized Public Works Department Business and Support Services Manager to oversee critical business operations that support public infrastructure, fleet services, procurement, financial administration, and departmental operations. This newly created leadership role is ideal for someone who thrives in a fast-paced environment, enjoys partnering across multiple teams, and can successfully balance strategic planning with hands-on operational responsibilities.
This role is based in-office in Newberg, Oregon.
Public Works Department Business and Support Services Manager Responsibilities
- Lead the department's business operations, including procurement, purchasing, contract administration, budgeting support, and administrative services while ensuring compliance with applicable policies, regulations, and procurement standards.
- Manage competitive bid processes, requests for proposals, purchase orders, vendor relationships, and contract negotiations while monitoring contractor performance and resolving procurement-related issues.
- Support departmental financial operations by assisting with budget development, grant administration, financial reporting, invoice processing, purchasing documentation, and fiscal tracking.
- Oversee fleet maintenance coordination for departmental vehicles by managing maintenance schedules, service records, and related documentation to ensure operational readiness and compliance.
- Supervise business support staff, provide leadership and guidance, evaluate workloads, improve operational processes, and promote effective collaboration across departments.
- Develop, document, and implement standard operating procedures, work plans, and administrative processes that improve efficiency and support departmental objectives.
- Coordinate inventory management, supplier sourcing, purchasing activities, and materials planning to maintain appropriate inventory levels while controlling costs.
- Serve as a primary point of contact for internal stakeholders, vendors, partner agencies, and members of the public by providing professional communication, customer service, and effective issue resolution.
- Prepare reports, maintain departmental records, oversee document management systems, and support the organization's transition to digital recordkeeping.
- Assist with emergency response coordination by communicating critical information, supporting operational needs, and exercising sound judgment during time-sensitive situations.
Public Works Department Business and Support Services Manager Qualifications
- Bachelor's degree in Business, Finance, Supply Chain Management, or a closely related field, or an equivalent combination of education and relevant experience.
- Minimum of four years of progressively responsible experience in procurement, contracting, financial operations, business administration, or office management.
- Minimum of two years of supervisory or management experience leading administrative or operational support teams.
- Experience managing procurement activities, vendor relationships, contract administration, competitive bidding processes, and purchasing operations.
- Strong understanding of budgeting, financial reporting, grant administration, and business process improvement.
- Excellent written and verbal communication skills with the ability to develop policies, procedures, reports, and operational documentation independently.
- Demonstrated ability to manage multiple priorities, adapt to changing business needs, and maintain exceptional attention to detail.
- Proficiency with Microsoft Office applications and experience utilizing financial, procurement, records management, or business information systems.
- Ability to build productive relationships across departments while providing outstanding customer service and handling sensitive situations with professionalism.
- Public sector or government procurement experience is preferred.
- Valid driver's license, or the ability to obtain one prior to employment, and the ability to successfully complete required background and security screening requirements.
Salary: $90K-$95K/year. (DOE)
