Program Manager
Our client is seeking an experienced Program Manager to support a complex technology implementation and related initiatives within a public-sector environment. This role is ideal for a highly organized project management professional who excels at coordinating cross-functional teams, managing detailed schedules and competing priorities, communicating with diverse stakeholders, and guiding projects through change.

This role is a hybrid model in Hillsboro, Oregon working around 30 hours per week. On-site onboarding is required during the first week.

Program Manager Responsibilities

  • Manage multiple complex project schedules, milestones, dependencies, critical paths, and deliverables to support timely and successful execution.
  • Coordinate cross-functional teams, internal stakeholders, technical partners, and external vendors while ensuring resources are aligned with project priorities.
  • Identify, track, communicate, and escalate project risks, issues, decisions, dependencies, and resource constraints that could affect delivery.
  • Support organizational change management, stakeholder communications, user readiness, and User Acceptance Testing (UAT) activities associated with a major technology implementation.
  • Maintain project plans, decision logs, status documentation, resource capacity information, and other project governance materials.
  • Prepare recurring project status reports and ad hoc reporting to provide leadership with visibility into progress, risks, resource utilization, and upcoming activities.
  • Gather, organize, and communicate feedback between business teams, technology groups, vendors, and project leadership.
  • Support project planning activities, funding-related initiatives, and the completion of required program and project deliverables.
  • Facilitate effective communication across business and technical teams to ensure expectations, responsibilities, and project objectives remain aligned.
  • Perform additional project and program management activities in support of related technology initiatives as needed.

Program Manager Qualifications

  • Current Project Management Professional (PMP) certification is required.
  • Previous project management experience within a state government environment is required.
  • Demonstrated experience managing complex projects, schedules, resources, dependencies, risks, and multiple concurrent workstreams.
  • Exceptional written and verbal communication skills with the ability to collaborate effectively with technical teams, business stakeholders, leadership, and external partners.
  • Strong proficiency with Microsoft Office 365 applications and project documentation, reporting, and collaboration tools.
  • Proven ability to work independently and effectively in a remote or hybrid environment while remaining accessible during standard Pacific Time business hours.
  • Experience with organizational change management and coordinating User Acceptance Testing efforts is preferred.
  • Project management or change management experience within a laboratory, healthcare, or clinical environment is preferred but not required.
  • Familiarity with PMI/PMBOK project management practices and methodologies is preferred.
  • Bachelor’s degree in business, project management, or a related discipline is preferred.
