Project Manager – Union & Labor Data
Our client is seeking a seasoned Project Manager with deep experience in Oregon union and labor relations to lead coordination of union data, reporting stabilization, and ratification execution efforts. This individual will bring strong program governance, data fluency, and the ability to drive alignment across multiple functional teams during compressed timelines. The ideal candidate understands union terminology, compliance considerations, and the operational realities of ratification cycles, while providing structure, visibility, and risk mitigation across complex workstreams.

Portland, Oregon-based candidates are preferred for onsite collaboration, though remote consultants with availability for key onsite engagements will be considered. Travel will be reimbursed.

Project Manager – Union & Labor Data Responsibilities

  • Lead end-to-end coordination of union data and ratification-related initiatives, serving as the single program owner for sequencing, visibility, and cross-functional alignment.
  • Establish and maintain a unified, integrated workplan across Labor Relations, Compensation, Payroll, HR, Talent Acquisition, and IS teams.
  • Implement governance structures, intake processes, prioritization frameworks, and escalation pathways to ensure disciplined execution during ratification windows.
  • Identify, track, and mitigate risks, dependencies, and data integrity issues that may impact payroll accuracy, reporting reliability, or operational readiness.
  • Oversee and coordinate reporting and analytics activities, ensuring alignment between data stabilization efforts and ratification implementation timelines.
  • Facilitate readiness checkpoints, manage decision logs, and support real-time coordination during high-impact or compressed implementation periods.
  • Surface gaps in labor data definitions, reporting processes, and cross-team handoffs, incorporating findings into actionable program plans.
  • Document standards, playbooks, and transition plans to embed sustainable labor data and ratification coordination practices.

Project Manager – Union & Labor Data Qualifications

  • Demonstrated experience managing union-related projects within Oregon labor environments, including familiarity with ratification processes, regulations, and labor terminology.
  • 7+ years of progressive project or program management experience, preferably within HRIS, payroll, labor relations, or data-intensive environments.
  • Strong understanding of reporting and analytics ecosystems, including HRIS reporting, business intelligence tools, or data governance frameworks.
  • Proven ability to translate complex business requirements into prioritized reporting and execution plans.
  • Experience coordinating cross-functional stakeholders and executive sponsors within matrixed organizations.
  • Background in healthcare or other unionized environments strongly preferred.
  • Excellent communication, facilitation, and executive-level reporting skills.
  • Ability to operate independently, bring structure to ambiguous environments, and drive accountability without direct authority.

Compensation: $70-$75/hr. (DOE)
