IT Strategy & Project Management Office Transformation Consultant
Our client is seeking an experienced IT Strategy & Project Management Office (PMO) Transformation Consultant to lead enterprise-level PMO modernization initiatives while also managing select high-visibility technology projects. This role blends hands-on program delivery with strategic operating model design, with a strong emphasis on AI-enabled process optimization, portfolio governance, financial transparency, and cross-functional alignment. The ideal candidate brings deep PMO leadership experience, executive presence, and the ability to scale governance frameworks in complex, regulated environments.
This role is a hybrid model in Sacramento, California.
IT Strategy & PMO Transformation Consultant Responsibilities
- Lead the transformation of an enterprise PMO into a scalable, value-driven shared services model leveraging automation and AI-enabled workflows.
- Redesign and optimize the PMO operating model, including scope definition, service catalog, RACI structures, intake frameworks, governance calendars, and portfolio prioritization standards.
- Serve as acting Project Manager for assigned enterprise initiatives (approximately 30–50% of capacity), owning full lifecycle delivery including initiation, planning, execution, monitoring, change control, and closeout.
- Establish and enhance project intake and onboarding processes, including triage models, prioritization criteria, standardized templates, and approval workflows.
- Integrate Business Relationship Management (BRM) rhythms with PMO governance to improve demand shaping, idea-to-approval conversion, and strategic alignment.
- Partner with Enterprise Architecture leadership to embed architecture governance checkpoints into intake, solution design reviews, and stage gates.
- Design and implement AI-augmented PMO capabilities, including automated status reporting, predictive risk identification, capacity forecasting, and intelligent document generation.
- Develop portfolio dashboards and analytics frameworks to provide visibility into delivery health, financial performance, benefits realization, and resource optimization.
- Embed financial governance practices, including CapEx/OpEx tracking, variance analysis, forecasting models, and linkage of portfolio spend to business outcomes.
- Lead organizational change management efforts, including executive alignment, communications strategy, stakeholder enablement, and structured training programs.
- Facilitate quarterly portfolio reviews, steering committees, and governance forums with executive-level stakeholders.
- Develop and deliver transformation artifacts including operating model documentation, playbooks, governance packs, KPIs, and sustainability plans.
- Ensure adherence to ethical standards, delegated authority structures, and enterprise reporting requirements throughout all initiatives.
IT Strategy & PMO Transformation Consultant Qualifications
- Minimum 10 years of experience in IT Project Management with demonstrated success leading enterprise-level initiatives.
- 7+ years of IT strategy and PMO leadership experience, including hands-on program delivery and governance oversight.
- Proven experience redesigning PMOs, including operating model transformation, intake modernization, portfolio governance, and value management frameworks.
- Demonstrated success implementing AI, analytics, and automation tools to enhance PMO reporting, forecasting, and decision support.
- Strong financial governance background including CapEx/OpEx management, forecasting, benefits realization, and ROI tracking.
- Experience working in complex or regulated environments, preferably within utilities, energy, or similarly structured industries.
- Executive-level stakeholder management experience with CIO/CTO visibility.
- Proficiency with enterprise project management and reporting tools such as ServiceNow, JIRA, Clarity, and Power BI.
- Strong data analysis and visualization skills, including experience interpreting enterprise data through SQL or business intelligence platforms.
- Demonstrated success building or restructuring teams, defining roles and responsibilities, and establishing clear governance structures.
- Ability to quickly assimilate into new environments and drive impact within evolving organizational cultures.
- Exceptional communication skills with the ability to translate strategy into measurable outcomes and tell compelling stories through data.
Preferred:
- PMP certification.
- Agile, SAFe, or Product Owner certifications.
- Experience with enterprise architecture frameworks (e.g., TOGAF) or BRM practices.
- Prosci or formal change management training.
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or Business; MBA preferred.
Compensation: $100-$140/hr. (DOE)
