General Management
Our client is seeking a General Manager to join their team. This role is responsible for overseeing programs and departments as assigned by internal Council carrying out all duties identified in the Executive Management Ordinance to ensure the effective and efficient administration of overall operations. The General Manager’s Office works cooperatively with Council and all other internal programs and departments to achieve goals, objectives and to ensure protection of assets. Carries out legislative actions of Council, administers plans and directs the internal programs and services in accordance with Council directives, processes and principles of the internal strategic plan and community development plan.
Essential Functions:
Advises Council in their deliberations on planning, policies and works to ensure consistency in policy development, direction and interpretation.
Oversees the development of annual budget(s), new programs, contract compliance, implementing policies, and establishing goals and objectives, including regular evaluation of programs and required contracts.
Responsible to negotiates and executes contracts authorized by Council. Works with the Emergency Management Program to plan for potential emergency situations.
Determines operational priorities and carries out short and long-term planning and program development and tracks necessary project status activity to completion with input.
Plans and provides required reports on assigned programs and procedures and provides recommendations for change and development.
Establish short-term and long-term strategic planning including the assessment of community needs and the design and implementation of new programs/services in coordination with Council.
Ensures goals and objectives support the mission of the organization to include building community, promoting individual responsibility and preserving native culture.
Keeps informed of various projects and programs, ensuring that standards, including budgetary requirements, are being met.
Participates with the Emergency Management Program to plan for potential emergency situations.
Communication within Federal, State, Regional and local organizations.
Ensures open communication throughout the Government.
Practices and promotes a team approach to management and ensures accountability throughout the workplace.
Confers with staff and others on various operating procedures, economic developments, and financial, legal and administrative problems. Ensures that standards are established and being met.
Meets with Council in regular and special meetings; provides information and/or reports regarding operations, services and programs.
Participates in Federal, Regional and State organizations, commissions, task forces and groups to promote programs, services and/or activities.
Ensures protection of internal assets as delegated by Council.
Tracks progress on various projects and issues; ensures timelines are being met and are within budget.
Ensures the efficient use of human and financial resources and integrates programs and services with effective coordination and avoidance of duplication.
Reviews and approves involuntary employment terminations for departments reporting to the General Manager’s Office.
Attends monthly General Council meetings, weekly meetings and other meetings.
Leads, manages and maintains budget process for administration.
Performs other assigned duties.
Supervisory:
Supervises assigned Department Managers and programs as assigned by Council and as outlined in Law.
Plans, directs, organizes and coordinates services for various internal programs. Works with Department Managers to facilitate short and long-term program development and departmental efficiencies.
Conducts pre-employment interviews, performance evaluations, disciplinary actions, and prepares Personnel Action Notices in the management of staff personnel. Makes recommendations to hire and terminate through the internal human resources policies.
Reviews all budgets under this position’s functional control.
Ensures the hiring, training, promoting, assigning, disciplining and discharging of employees are in accordance with law, including without limitation, the Employment Rights Ordinance.
Assures staff adherence to all policies and procedures, work, safety and administrative rule, Law and State Regulations.
Serves as a mentor, as requested, for development.
Education, Experience, and Licenses:
Requires a Bachelor’s degree in business/public administration or closely related field. A master’s degree in business/public administration or a closely related field is preferred.
Requires ten (10) years of Director level experience, which include operations and multiple departments/programs and exempt level supervision of management level staff.
Candidates must be able to pass a gaming background check in order to obtain a high security level gaming license.
This position may require driving.
Qualifications, Registrations, and Certifications:
Must have extensive experience working with Federal, State and County agencies.
Knowledge of internal operations, programs and services; federal and state laws, policies and regulations pertaining to operations, programs and services; budgeting and fiscal management; automated data processing systems; accreditation; principles of supervision and personnel practices required.
Requires considerable knowledge of organizational development and planning.
Knowledge of computer software and applications required.
Must have ability to plan, organize and direct the work of others to meet overall objectives and goals; communicate effectively both verbally in writing; evaluate and appraise the effectiveness and quality of internal operations, programs and services.
Must have ability to interpret and apply federal, and state laws and regulations; establish and maintain effective working relationships with, governmental agencies and jurisdictions; businesses and the general public.
Must have ability to prepare clear and concise reports.
Must possess the ability to negotiate contracts and coordinate legal review.
Must possess superior interpersonal skills, both oral and written, facilitative skills; demonstrated strong leadership and consensus building abilities, and ability to implement an effective open management style in order to develop and maintain work team cohesiveness.
Must be able to work all hours, including some weekends and Holidays; i.e., this is not a typical 8 a.m. to 5 p.m. work schedule.
Knowledge of and sensitivity to Native American culture required.
Salary: $199,254-$335,365/yr. (DOE)
