Business Systems Analyst
Our client is seeking a Business Systems Analyst to join their team in Vancouver, WA.  This position will perform systems analysis, interfacing with users to support functional requirements development, analysis of tools and techniques to support the development of systems, troubleshooting, analysis, performance monitoring and improvement of systems used by the Operations functions. A valid U. S. drivers license is required and up to up to 5% for meeting training. Up to 5% overtime is anticipated.  
This position is subject to an occasional call outside the scheduled shift to provide consultation related to regulatory compliance, system(s) failure and/or program revisions.

Business Systems Analyst Responsibilities
Work associated with this position will be directly related to business process support for systems change management, process and compliance requirements for the organization.  With oversight and approval from the manager or other authorized federal personnel:
Review specifications, verifying that all essential requirements are documented.
Distribute requirements to hardware and software configuration items or manual operations using appropriate modeling techniques including automated structured analysis tools.
Assist with the review the logical top-level design for applications and information systems (including test plans and procedures).
Verify that project software specifications, interface requirement specifications and software development plans are correct and of adequate scope.
Review and validate that configuration management policies and procedures provide thorough requirements traceability through version release and adequate documentation to support system operation and maintenance.
Document programs while applying applicable standards to all products.
Assist with preparation of job-aids and training materials and assist with conducting program presentations, in-house and client training, and providing functional education.
Provide recommendations and supporting analysis for management decisions.

Project Coordination:
Participate in project planning.
Recommend project operations’ schedules.
Provide recommendations to management for staffing requirements and resource allocations for projects.
Prepare technical reports, documents, studies, and system documentation as required.
Confer with system users to document and resolve existing system problems.
Support organization change process and configuration management efforts.
Support system modeling and configuration system baselines
Assist in defining, developing and documenting of new processes and procedures as required.
Support process and procedure roll-out.
Provide support for both the manual and automation software patch program.
Track the Request for Change (RFC) related to each mitigation plan and report status to appropriate system owner.
Assist management with developing and documenting processes and procedures to support NERC (North American Electric Reliability Corporation) Mandatory Reliability standards CIP (Critical Infrastructure Protection) and Department of Energy NIST/FISMA (National Institute of Standards and Technology/Federal Information Security Management Act) security requirements.
Support the development of necessary documentation to support reporting and audit requirements.
Provide quality assurance for organization to verify compliance to above standards and guidelines.
Provide support to NERC annual certification process and any other spot audit or compliance request.
Assist with data stewardship for the configuration management program.
Assist with gathering information/data for audit purposes for the IS3 information systems.
Attend meetings to support the customer needs. Attendance assists in maintaining currency of technical, procedural and acquisition knowledge.

Business Systems Analyst Qualifications
A degree in Computer/Information Technology, Business Systems, Engineering or a directly related technical field is preferred. 
With an applicable Bachelor’s degree, 5 years of experience is required.
With an applicable Associate’s degree, 7 years of experience is required.
Without an applicable degree, 9 years of experience is required.
Experience must be consistent with the specific requirements of business systems analysis and progressively more technical in nature.

Required Technical Skills & Experience  
experience must include demonstrated analyst experience in Change and Configuration Management in a controlled IT environment.
Intermediate proficiency with SharePoint sufficient to build and maintain document libraries and lists.

Preferred Skills & Experience  
Experience applying NERC CIP standards.
Experience implementing NIST/FISMA standards/guidelines.
Software development Lifecycle methodologies.
Systems development and maintenance environments.
Project management and coordination concepts and principles.
Compliance and standards as applied to systems development.
Experience with the design and implementation of security standards, policies or procedures in a high availability environment.
Intermediate proficiency with Visio and MS Project.
