This contract Business Analyst 2 position will provide analytical support for the Business Transformation organization, facilitating, coordinating, developing, revising and drafting internal processes and providing budget analytical support and assistance. This position will support and assist the department managers and federal budget analyst through multiple budget processes, including start of year budget setting for the Business Transformation Office; supporting budget tracking for the Grid Modernization projects; monthly accrual processes; and, providing support for budget management throughout the year. This position will support BTO’s leadership in transparency around budget, and will help them to develop efficiencies to streamline budget management processes. In addition to supporting effective processes, this position will support the department by serving as a general point of contact and subject matter resource for budget questions and verifying that staff is able to access the information they need to manage budget effectively. This position will work closely with representatives of Finance department to support budget management. In addition to budget process management, this position will also support and assist the department through ad-hoc budget exercises. As the primary departmental subject matter resource for the internal budget tracking, this position will research, coordinate, validate and enter corrections where expenses are charged incorrectly; and, assist with any systems requiring entering, updating and validating data accuracy.
This position is part-time, 28 – 32 hours per week.
Business Analyst Responsibilities
Support business stakeholders and the facilitation process for gathering and analyzing information using standard tools and approaches to:
Clarify budget operations, functions, problems.
Document/map the current and future state for budget processes.
Identify solution alternatives, evaluate the alternatives, and define procedures.
Facilitate and assist with routine budget activities across BTO and in coordination with the Finance org, federal organizational Budget Analysts and manager(s), including:
Drafting departmental start of year (SOY) budgets with management and federal analysts’ input and for management finalization; and, facilitating in-year budget adjustments as requested.
Providing reporting on Grid Modernization Project budgets and expenses.
Accrual processing per established procedure and system-generated data.
Providing quarterly financial and end of year forecasts for BTO, which includes developing reporting for Executive Stakeholders and committees and compiling information from multiple cross-departmental projects.
Performing ongoing variance analysis and recommend corrections.
Providing work order setup and utilization per procedures.
Providing monthly review of expenses, investigation of incorrect charges and resolving issues with expenses.
Interfacing with the Finance Department, which may include: collaborating and coordinating on monthly processes and reporting; researching and responding to internal and external inquiries; performing requested adjustments; and, improving cross-org procedures, processes and practices.
Conducting cost research and analysis.
Provide business analytics and support for the Grid Modernization dashboard, including:
Serving as primary point-of-contact and technical resource for the financial reporting in the dashboard.
Promoting and facilitating organizational utilization, providing User assistance as requested.
Alerting program lead and workplace manager (or designee) and/or other appropriate subject matter experts to any issues or concerns with the system and providing recommendations to address; implementing approved recommendations or corrective actions.
Assist management in developing departmental budget management process improvements, which may include alternate reporting, data structures, workflows, and collection/input methods.
Provide basic financial analysis and recommendations on related BTO business issues to BTO managers as well as Finance offices as requested.
Maintain report development and financial data quality control for the BTO.
Identify gaps and process improvements opportunities on various financial activities and subjects; provide recommendations; and, implement management-approved improvement efforts / initiatives.
Maintain repository of departmental budget and financial records. Maintain filing system(s), files, emails and records in accordance with compliance requirements. File and disperse documents/letters only to appropriate personnel. Maintain all official records in accordance with the Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Work collaboratively across the organization to solve problems, utilize conflict resolution techniques and support continual process improvement.
Business Analyst Qualifications
A Bachelor’s degree in Computer Science, Engineering, Business Management, Organizational Development or a related discipline is preferred.
With an applicable Bachelor’s degree, 5 years of experience is required.
With an applicable Associate’s degree, 7 years of experience is required.
Without an applicable degree, 9 years of experience is required.
Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.
Required Technical Skills & Experience
1 year of Project Management experience.
Advanced skills/experience with Excel (pivot tables, vlookups etc.).
Preferred Skills & Experience
Experience with business process documentation and management.
