Application Developer
Our client is looking for an Application Developer to lead development of excellent solutions to company strategic and operational requirements. 

Application Developer Responsibilities
Understand core business functions at a deep level. 
Work with stakeholders to select and configure IT Business systems. 
Design, develop, and implement scalable application solutions. 
Develop and engineer efficient processes. 
Create high- and detail-level documents and specifications. 
Develop and manage project plans using industry-standard tools and approaches. 
Work with management and stakeholders to recommend and develop appropriate metrics, dashboards, analytic and operational reports. 
Support company and department mission and goals.
Initiate, design, and manage complex multi-vendor projects using industry-standard processes.
Lead design and integration of systems across departments to optimize and automate manual processes.
Ensure projects are delivered on time, to requirements, and within resource constraints.
Use leadership skills to promote Analytical and Project Management concepts within the organization.
Analyze existing and proposed system options.
Work with stakeholders to select vendors and packages.
Manage end-to-end projects and tasks within projects.
Use project management tools to provide predictable results and visibility to stakeholders.
Develop expertise in existing business processes.
Determine opportunities for operational improvement and support of strategic goals.
Champion change according to company directives.
Support quality improvement initiatives.
Interpret existing and new policy, benefit, and contract provisions for use with systems.
Design, develop and maintain necessary application configuration in company systems.
Manage relationship with vendors in coordinating output of printed materials as needed.
Work with software developers to create high-quality applications to meet needs not filled by commercially available off-the-shelf packages.
Collaborate with other IT staff to design, develop, and implement multi-channel delivery of digital documents.
Diagnose and resolve system problems.
Act as liaison between company departments and IT staff.
Document business requirements and system configuration approaches.
Use SQL queries and reporting tools to gather and understand information.
Assist users in creation of reports. Design and develop QA tests and manage QA / testing efforts for projects.
Train and develop peers in technical aspects of systems and processes.
Serve as a solution oriented technical lead, mentor, and change agent.
Effectively manage and complete all senior level standard work items as assigned.
Participate in special projects and committees and perform other duties as assigned.

Supporting Responsibilities
Interact with all departments and stakeholders, including external partners and customers.
Maintain professional, service-oriented relationships.
Meet department and company performance and attendance expectations.
Follow the privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
Ability to clearly communicate in person and over the phone and is able to request and exchange information in a pleasant, respectful, and professional manner
Requires ability to define and prioritize problems and manage workload without direct supervision.
Requires strong math skills, including percentages, ratios, graphing and spreadsheet skills. Perform other duties as assigned.

Application Developer Qualifications
Minimum of seven years application development, business analysis and project management experience in high-complexity environments such as health plans required.
Experience developing, extending, and integrating applications into IT systems portfolio is required.
Knowledge of benefits, contracts, coding, claims, and other healthcare concepts strongly preferred.
Proficiency in MS Windows IT environment, and the use of MS applications (Outlook, Word, Excel, PowerPoint, Visio) required.
Practical experience with all phases of SDLC and working in diverse multifaceted cross-functional technical teams required.
Experience with testing/QA required.
Technical development and expertise in the following areas strongly preferred: Enterprise Content Management, Workflow & Document Management, Multi/Omni Channel Communication (CCM), as well as System Integration, Optimization, and Change Management.
Bachelor’s Degree or equivalent work experience in Computer Science, Information Systems, or related field. ITIL, PMI and/or Agile Scrum Master certification preferred.
Proactive, self-starter with advanced leadership and self-management skills.
Ability to effectively coordinate and complete numerous, simultaneous strategic projects and assignments.
Requires excellent communication and analytical skills.
Strong SQL, relational database structure, and reporting skills.
Tableau, Power BI, Visual Studio, C#, C++, and .Net skills preferred.
Extensive knowledge of industry standards and best practice required.
Responsible for accurate and reliable system audits, assessments, and architecture reviews.
Demonstrated ability to effectively provide formal recommendations to management as it relates to process improvement and optimization opportunities.
Skilled with previous experience conducting regular system/application maintenance, audits, upgrades, implementations, as well as utilization, and scalability reviews.
Excellent interpersonal communication skills for working with internal and external customers.
Proficient with MS Windows IT environments. Skill and ability to effectively manage competing priorities and navigate ambiguity with precision in a highly complex time sensitive environment.
Proven ability to successfully take technical platforms and capability to the next level, while successfully serving as a positive and encouraging technical lead and mentor to a team of junior developers.
